We have customers coming in wanting shipping labels to be printed from phones can this printer be paired with Bluetooth and use the print facility on any phone to send the label to the printer or does it have to use the App or Air print via Wifi. We are trying to make this a hands off service that they can do themselves so a direct transfer to the printer of the label image is what we are looking for.

As the Brother QL-1110NWB is a thermal label printer, it uses heat rather than ink to print so we would only recommend using genuine Brother DK labels as they are treated to react correctly to the thermal technology.

Can I print shipping labels from eBay or PayPal Apps in my phone rather than having to use desktop?

The Brother QL-1110NWB is capable of printing from mobile devices including phones; for Android devices you can download the Brother Print Service app and for Apple devices the printer is Airprint enabled out of the box. I'm unable to confirm if it's possible to print via the eBay or PayPal apps directly, however, as an alternative option, you could screenshot the address and add the image to the iPrint and Label app and print via there from your phone.
